Abstract. The state is the highest level of development of society. Every society deserves the state that has been formed over centuries and millennia. The peculiarity of the police state is manifested in the methods of management of citizens and political organizations. As a rule, the main method is coercion. In addition to the existing scientific views, the article reveals the essence of the police state, its attributes and its role as an arbiter in the period of antagonistic relations between liberal and conservative ideology. The author lists four attributes of the police state and briefly characterizes them. The article concludes that the police state plays an important role in the period of renewal of the legal system, the tense socio-political situation, contributing to the reform and preservation of territorial integrity, political authorities and the tax system. The abuse of police state methods can lead to stagnation of social systems, annihilation of the main elements of the legal system.
