Open Access Policy for Publication Metadata

The online journal “Izvestija of Saratov Military Institute of the National Guard” adheres to the open access policy for the metadata of scientific publications featured in the journal. This policy aligns with the principles of open science and aims to ensure maximum availability and dissemination of research results.

Main provisions

1. Principle of Accessibility. The metadata of all published articles is available free of charge and without restriction to any user. Access does not involve any financial, legal, or technical barriers, except for those associated with internet access.
2. Composition of Metadata. The following information about each publication is provided in open access:
   • title of the article in Russian and English;
   • information about the authors (full name, scientific degree, academic title, position);
   • affiliation of the authors (full name of the organization, city, country);
   • contact information of authors (e-mail address, ORCID if available);
   • abstract in Russian and English;
   • keywords in Russian and English;
   • bibliographic description of the article (volume, number, year, pages);
   • UDC;
   • dates of receipt, review and acceptance of the article for publication;
   • a list of references (References);
   • a link to the repository of the full-text version of the article.
3. Licensing. The use of metadata is governed by the terms of the Creative Commons Attribution-ShareAlike 4.0 International (CC BY-SA 4.0) license, which grants the following rights:
   • to reproduce, publicly distribute and make metadata widely available;
   • to adapt metadata and create derivative works based upon it;
   • to use metadata for commercial purposes.
   The exercise of these rights is allowed only when the following licensing conditions are simultaneously met:
   1. Providing appropriate attribution in the manner prescribed by Section 3(a) of the CC BY-SA 4.0 license.
   2. Distributing any derivative works under terms identical to those of the original license (the “ShareAlike” principle), in accordance with Section 3(b) of the CC BY-SA 4.0 license.
4. Transfer to Databases. The Editorial Office ensures the transfer of metadata to Russian scientometric databases (RCSI, eLibrary.ru) for indexing and citation of articles. If technically possible, metadata is provided using the OAI-PMH (Open Archives Initiative Protocol for Metadata Harvesting) protocol for automated information collection by search engines and repositories.
5. Methods of Provision. The metadata for each publication is provided as an XML file using the JATS scheme (versions 1.1-1.4), including article description elements. This metadata is available on the publication’s description page on the website of the online journal in a permanent, free, and open access format immediately after the corresponding issue is published.
6. User Rights. Users may:
   • search, view and study metadata;
   • copy, preserve and distribute metadata for scientific and educational purposes;
   • use metadata to create bibliographic descriptions and references;
   • integrate metadata into databases and other scientific and information resources;
   • index metadata using automated search engines and robots.
7. Terms of Use. The use of metadata is carried out with the obligatory indication of the source – the name of the online journal – and the full bibliographic description of the corresponding article. Metadata is provided under an open license that allows free use for scientific and educational purposes without the need for special permission from the Editorial Office.
8. Quality Guarantees. The Editorial Office guarantees the completeness, accuracy and relevance of the provided metadata. All metadata undergoes editorial review before publication and public posting. In cases where updates are needed (such as corrections to author information, clarifications of affiliations, etc.), the Editorial Office promptly updates the information on the publication’s website and in connected systems.

   Responsibility

   The Editorial Office undertakes to comply with the requirements of the legislation of the Russian Federation, including those concerning the processing and protection of personal data contained in the metadata. The Policy may be supplemented or amended in accordance with current regulations and international standards.
