1. Editorial Ethics
The editorial board of the online publication is guided by the principles of scientificity, objectivity, professionalism, and impartiality in its activities. Unpublished data obtained from manuscripts submitted for review may not be used for personal purposes or shared with third parties without the author’s written consent.
2. Responsibility for compliance with ethical standards
Researchers, authors, reviewers, and editors have ethical obligations regarding the publication and dissemination of scientific research results. When making a decision on publication, the editor-in-chief of a scientific journal is guided by the accuracy of the data presentation and the scientific significance of the work in question. The editorial board has the right to reject information for publication if there is sufficient reason to believe that it is plagiarism.
3. Materials created by foreign agents:
- When submitting a material, the author confirms that at the time of submission, the author is not included in the registers of foreign agents maintained by the Ministry of Justice of the Russian Federation or notifies the editorial office about the existence of such a status;
- The editorial office proceeds from the principle of authors’ good faith. Upon receiving reliable information about the inclusion of the author of the material in the register of foreign agents, the editorial office ensures that the relevant material is marked in accordance with Article 20.4 of the Law of the Russian Federation “On Mass Media”;
- The executive secretary of the editorial office periodically verifies the authors of published materials with the current registers of the Russian Ministry of Justice at least once a quarter.
4. Communication standards with authors
Interaction with authors is based on the principles of fairness, politeness, objectivity, honesty, and transparency.
5. The presence of a review institution
All the content of the network publication issues, except for editorial materials clearly marked as such, undergo mandatory review by independent experts (double-blind review). The reviewer carries out scientific expertise of the author’s materials, his actions are unbiased.
6. Access to publications
The online publication guarantees access to publications by ensuring the storage of materials in the Scientific Electronic Library eLIBRARY.ru.
7. Information transparency
The online publication’s website on the Internet publishes rules and procedures for compliance with publication ethics and peer review, clearly formulated policy of the online publication, rules for submitting manuscripts of articles, instructions for authors and information on the availability of materials (free access).
8. Information about free services
All information about services on a gratuitous basis is clearly spelled out and available on the website of the network edition.
9. Compliance with the ethical criteria of authorship
The author is only a person who has significantly participated in the writing of the work, in the development of its concept, in the scientific design, collection of material, analysis, and interpretation.
It is mandatory for all authors to agree to the publication. All co-authors must meet these criteria.
The principles that the author of a scientific publication should follow are as follows:
- The authors of the article must provide reliable results of their research. Knowingly false or fabricated statements are unacceptable;
- Authors must ensure that the research results presented in the submitted manuscript are entirely original. Any borrowed fragments or statements must be properly cited, with the author and original source information included. Excessive borrowing or plagiarism in any form, including unattributed quotes, paraphrasing, or claiming ownership of other people’s research, is unethical and unacceptable. It is essential to acknowledge the contributions of all individuals who have influenced the research process, and the article should include references to relevant works.
- authors should not submit to the journal a manuscript that has been sent to another journal and/or is under review, as well as an article that has already been published in another journal;
- All persons who have made a significant contribution to the research should be indicated as co-authors of the article.
The editorial board of the online publication has the right to reject any manuscript submitted for publication that does not meet the above-mentioned principles.
10. Agreement on the final text of the article with the author
Publication of the article under the author’s name implies the emergence of copyright. Publication of the text that has not been agreed upon with the author, as well as the inclusion of third parties as co-authors, is a violation of copyright.
