1. General Provisions
This Procedure establishes the rules for appealing information published on the website of the online journal “Izvestija of the Saratov Military Institute of the National Guard Troops” (https://svkinio.ru/), in accordance with Article 30 of the Law of the Russian Federation No. 2124-1 of December 27, 1991 “On Mass Media.”
2. Subjects Entitled to Appeal
The right to appeal information is held by:
– citizens of the Russian Federation;
– foreign citizens and stateless persons;
– legal entities;
– state bodies and local self-government bodies.
3. Grounds for Appeal
Information is subject to appeal if it:
– does not correspond to reality;
– violates the rights and legitimate interests of citizens and organizations;
– contains data whose dissemination is prohibited by the legislation of the Russian Federation;
– violates the requirements of mass media legislation.
4. Procedure for Submitting a Complaint
4.1. A complaint shall be submitted to the editorial office of the online journal in written form at the address: 410012, Saratov, Moskovskaya St., 158, or in electronic form to the e-mail address: svki.izvestiya@bk.ru.
4.2. The complaint must contain:
– the name (for legal entities) or full name (for natural persons) of the applicant;
– a postal address for sending a response;
– identification of the information being appealed (URL of the page, title of the material);
– a substantiated explanation of the reasons for the appeal;
– the date and signature of the applicant (for written submissions).
5. Timeframes for Reviewing Complaints
5.1. A complaint shall be registered within 3 (three) working days from the date of receipt.
5.2. The review period for a complaint is 30 (thirty) calendar days from the date of registration.
5.3. Should additional verification be required, the review period may be extended by the Editor-in-Chief, but for no more than 30 calendar days, with notification to the applicant.
6. Procedure for Reviewing a Complaint
6.1. The Editor-in-Chief shall appoint a person responsible for reviewing the complaint.
6.2. The responsible person shall conduct a verification of the specified information and request the necessary documents and materials.
6.3. Based on the review results, one of the following decisions shall be made:
– uphold the complaint and amend the information accordingly;
– deny the complaint, providing a reasoned justification;
– remove the information if its dissemination is prohibited by law.
7. Notification of Review Results
7.1. A response to the applicant shall be sent in written form to the address provided, or in electronic form to the specified e-mail, within 5 (five) working days after the decision is made.
8. Appeal of the Editorial Decision
8.1. The editorial decision may be appealed to the Federal Service for Supervision of Communications, Information Technology and Mass Media (Roskomnadzor) or to a court in accordance with the procedure established by the legislation of the Russian Federation.
